A large plume of smoke in the skyline south of San Diego is tied to a wildfire in Mexico, Cal Fire officials confirmed. The brush fire broke out just before 11:20 a.m. on Thursday off of I-15 near Hwy 76.
The fire has since scorched several hundred acres and destroyed two buildings, believed to be at a mobile home park. The proclamation will help make the region eligible for state and federal resources.
As of early afternoon, crews had gained no containment on the blaze.
Old Highway 395 was closed between West Lilac Road and Highway 76, Cal Fire said.

Authorities cleared people out of communities near the fire. Students from Sullivan Middle School were also being evacuated, according to North County Fire Protection District spokesman John Buchanan said.
Evacuation Warnings are in effect in North of Pala Rd.

The cause of the fire was not immediately clear.
