"Be it in the fight against piracy, against illegal and unregulated fishing or any other type of transnational criminality at sea, the European Union has a strong record and know-how that we are sharing with ASEAN partners", Tusk said.

"The meetings were already running beyond schedule so, to avoid further delaying the ASEAN-UN Summit, it was decided that SFA (Cayetano) represent the President while he was meeting bilaterally with the other leaders", he said. However, several Asean members including Vietnam, the Philippines and Brunei have counter claims.
